Solution

A continuing choice over time

HiRef was given access twice to Goznak, the headquarters of the State Mint of the Russian Federation in Moscow: in 2012 to install 37 air-condensed direct expansion units with downward delivery, and again in 2016 for 3 more direct air-condensed expansion units with upward air delivery.
